FOR CIP15-16 NORTH WILLOW AVENUE STREET WIDENING PROJECT

NOTICE OF PUBLIC HEARING

Notice is hereby given, that a public hearing will be held by the City Council of the City of Clovis on Monday, May 21, 2018 at 6:00 p.m., or as soon thereafter as the matter can be heard, in the Council Chambers at City Hall, 1033 Fifth Street, Clovis, California, in order to consider the proposed North Willow Avenue Street Widening Project in accordance with the California Environmental Quality Act.

The North Willow Avenue Street Widening project (Project) is being proposed by the City to support implementation of the 2014 General Plan by increasing the capacity of northbound traffic on Willow Avenue and enhancing the roadway to provide multi-modal access. The Project would include widening and improving a 2-mile segment on the east side of Willow Avenue between Copper and Shephard Avenues, within the City of Clovis Sphere of Influence. Improvements would include developing a concrete median, two additional vehicle northbound travel lanes, curb and gutter, landscape and irrigation, street lighting, and bike lanes. Also included are modifications to street signs, street striping, electrical equipment, modifications to traffic signals and installation of a new traffic signal, new and modified drainage facilities, and striping improvements on Willow Avenue between Nees and Shepherd Avenues.

A Mitigated Negative Declaration has been completed for this project, pursuant to CEQA Guidelines 15070, which means that the City has tentatively concluded that the project would not have a significant effect on the environment with the incorporation of proposed mitigation measures. Recommendation of a proposed Mitigated Negative Declaration does not necessarily mean this project will be approved. Hard copies and electronic copies of the proposed Mitigated Negative Declaration for this project may be reviewed and/or obtained at the City of Clovis Planning Division, 1033 Fifth Street, Clovis, California, Monday through Friday, between 8:00 a.m. and 3:00 p.m, or online at www.cityofclovis.com.

All interested parties are invited to comment in writing. If the commenter believes that the project may have a significant environmental effect, it would be helpful to identify the specific effect, explain why the effect would occur, and why it would be significant. REQUEST FOR BIDS

The City of Mendota is soliciting bids for the 2018 Pavement Seal Project.

In general, the Work consists of dig-outs and repairs of sections of asphalt pavement, grinding and overlay of sections of asphalt pavement, reconstruction of curb ramps, crack sealing, slurry sealing, and restriping of several streets in the City of Mendota.

Sealed bids will be received by the City of Mendota prior to 10:00 a.m. PDT on Thursday, April 19, 2018 at City Hall, located at 643 Quince Street, Mendota, CA 95630, and following said deadline all bids will be publicly opened and read.  Bids shall be submitted in a sealed envelope with the name of the bidder, the bidder’s state registration number, the name of the project and the statement “Do Not Open Until the Time of Bid Opening.” Bids received after said deadline or without the required registration number will be returned unopened to the bidder.

1.    No pre-bid meeting will be held for this project.  Contractors shall personally examine the project site prior to bidding. Requests for information shall be directed to the Project Engineer, no later than 12:00 p.m. on Friday, April 13, 2018.

The City of Clovis (City) has completed a Draft Environmental Impact Report (DEIR) for the proposed Landmark Commons Civic Center (project). This project updates affect lands within the City’s 2014 General Plan planning area. Notice is hereby given that the DEIR is available for public review and comment.

The City prepared an Initial Study for the project and determined that a focused EIR should be prepared to analyze impacts related to air quality, greenhouse gases, noise, and transportation and traffic.

Project Location and Description: The proposed Landmark Commons Civic Center North Project (project) consists of construction and operation of a new senior activity center and clinic, public library, transit center, and associated parking and landscaping. The proposed project would be developed in multiple phases with full build‐out anticipated in 2020.

The project site is in the City of Clovis, Fresno County, California, and is approximately 10 miles northeast of downtown Fresno. The project site is in the Old Town Clovis area and north of the Clovis Veterans Memorial Building and the San Joaquin College of Law. The 5.33‐acre project site is located on the north side of Third Street, between Clovis Avenue and Osmun Avenue.

The proposed project is a mixed‐use development consisting of community and public uses.

Specifically, it would entail the development of a combined 63,000 square feet of community and office uses including 30,000 square feet for the library. The county library would be moved from its current location in the Clovis Civic Center.

The two primary objectives for the proposed project are to accommodate the community’s expanding needs for civic facilities located in central Clovis and optimize public transit, pedestrian, and bicycle access to the site.

Potential Project Impacts: Based on the DEIR, the project could have significant environmental effects related to air quality, greenhouse gas emissions and energy, noise, transportation and traffic, and cumulative impacts. As described in the DEIR all these impacts can be fully mitigated.

Public Review: Copies of the DEIR may be reviewed or obtained at the City of Clovis Planning and Development Services Department, 1033 Fifth Street, Clovis, CA  93612, telephone (559) 324-2340.  The DEIR may also be reviewed online at www.cityofclovis.com or at the Clovis Regional Library, 1155 Fifth Street, Clovis, CA  93612.

Public Review Period: The minimum 45-day public comment period for the DEIR will begin on Friday, April 6, 2018 and end on Monday, May 21, 2018.
