 THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT

“STATEMENTS OF QUALIFICATIONS” FOR

 DESIGN OF SUBSTATION EXPANSION

 The City of Fresno (City) is requesting Statements of Qualifications (SOQ) from qualified engineering firms for the preparation of design, CEQA, bid, build documents, support during bidding, and support during construction for Phase 2 of a new redundant parallel 20MVA (10 MVA each unit) substation with full PG&E interconnect transmission/distribution parallel generating capability, (two 10MVA units) 115/70KV-12.47KV substation which will be located at the Regional Wastewater Reclamation Facility (RWRF) in the City of Fresno.  Phase 1 exists (one 10MVA unit) complete with incoming PG&E and secondary 12.47KV paralleling transmission and distribution switchgear and relaying.  Once all SOQs are received the City will interview those consultants who have been determined most qualified for the scope of work required.

 It is the goal of the City of Fresno and the Department of Public Utilities to obtain the services of an engineering firm that has experience in the design of medium voltage electric substations.  The consultant will be responsible for the design of all site work, Civil, Structural, and Mechanical drawings, and obtaining of appropriate permits.  The Department of Public Utilities requires the services of a consultant to ensure a successful design, CEQA, bid, and build process in accordance with Articles 5, Chapter 4 of the Fresno Municipal Code. 

 All plans and specifications shall comply with all current versions of applicable regulatory requirements, including at minimum, California Building Standards Code, commonly known as Title 24, which includes the International Building Code, International Fire Code, California Electrical Code, Unified Mechanical Code, California Energy Code, and National Electrical Code.

 The SOQ should be brief and include all of the following:

 1.  Key staff resumes highlighting recent project experience.  Any sub consultants required to complete the work should also be listed. 

 2.  Any experience with medium or high voltage power systems. 

 3.  Information regarding the Project Manager responsible from concept through construction administration.

 4.  Listing of client references associated with similar completed projects would be desirable.

 The proposed schedule for hiring the Consultant is as follows:

Professional consultant services are individually selected for a specific project based upon experience of the consultant, special knowledge of the subject matter, ability to perform the services in the time allowed, record of success on similar work, ability to operate well in the necessary discussions, presentations, coordination and cooperation related to the project, as well as fees to be paid.  Ultimately the consultant selected will be the firm evaluated to provide the best overall value to the City.

The City reserves the right to accept or reject any or all proposals and may select, and negotiate with one or more respondents concurrently.  The City reserves the right to make the selection of a respondent based on any or all factors of value, whether quantitatively identifiable or not, including, but not limited to, the anticipated initiative and ability of the respondent to perform the services set forth herein. 

Each firm submits a Statement of Qualifications package at its own risk.  No compensation will be due any firm for preparation of a written SOQ.  The City can cancel the project at any time without consequence.

Consultant selection shall be in accordance with established City Consultant selection policy.  Fresno Municipal Code Section 4-109 provides for a local preference to local firms as defined in said section.

The minimum insurance requirements for this project will be professional liability insurance (errors and omissions) with limit of liability of not less than $1,000,000 and commercial general liability of not less than $1,000,000.  The City’s standard contract will be used which includes a conflict of interest statement, and completion of a statement of economic interest.  Copies of the City’s Standard Contract, Local Preference and Consultant Selection Policies are available on request.  The actual insurance limits may be adjusted during negotiation; however the minimums will remain at $1,000,000.

Regulated Communication in City Procurement Process Ordinance

The City of Fresno is soliciting a proposal to provide custodial services at various City facilities.  This RFP is to cover separate custodial staffing and supplies for twenty-eight (28) buildings, totaling approximately 102,799 interior square feet, and exterior areas totaling approximately 52,133 square feet for various City Facilities. Monday through Sunday custodial services are required for day and evening shifts; weekend and holiday services are limited to day shift work only.  This request is for a three-year contract with two one-year extensions. This contract will be awarded to the company deemed to be the best value for the City of Fresno.

I.              Introduction

The City of Fresno Public Works Department is requesting Statements of Qualifications (SOQ) from qualified engineering firms to prepare the plans, specifications and estimates for the installation of traffic signals at the location listed above. Funding for these projects is through the Active Transportation Program, administered by Caltrans on behalf of the Federal Highway Administration. 

Disadvantaged Business Enterprise

The City of Fresno hereby notifies all consultants that the City has established a Disadvantaged Business Enterprise (DBE) Goal for this project.  This project has a DBE goal of 12%.  All applicable forms must be completed and submitted to the City as part of the consultant’s SOQ.  It is the responsibility of the Consultant to be familiar with the DBE Compliance Documents.

II.            Project Description

This project will prepare construction plans and specifications for new traffic signals at the intersection of Cedar Avenue and Woodward Avenue. The intersection improvements will include new cross walks, upgraded ADA accessible curb ramps and Intelligent Transportation Systems (ITS) infrastructure.

III.           Scope of Services

Services will include, but not limited to, preparation of necessary construction plans, specifications, and engineer’s estimate. Services will also include necessary utility coordination for this project, the utility coordination will consist of, but not limited to, submitting necessary applications and resolving potential utility conflicts.

Services required for the project may include, but are not limited to, the following:

· New Traffic Signal and ITS Equipment Design

· Signing and Striping Design

·  Coordination of Rule 16

· ADA Curb Ramp Compliance Design

IV.          SOQ Requirements
