Pursuant to Labor Code section 1771.1, any Contractor bidding, or subcontractor to be listed on a bid proposal subject to Public Contract Code Section 4104, shall not be qualified to bid unless currently registered and qualified to perform public works pursuant to Labor Code section 1725.5. No Contractor or subcontractor may be awarded a contract or perform work on any contract for public work without proof of current registration with the Department of Industrial Relations pursuant to Labor Code Section 1725.5 to perform public works. The work to be done consists, in general, of drilling one (1) pilot hole in Five Points (CSA 49), including conducting zone sampling and water quality testing once the pilot hole has been constructed. Once sampled and tested, the pilot hole shall be destroyed.
A pre-bid conference will be held at 9:00 a.m., on March 8, 2019. A discussion of the project will be held and the project sites will be open for examination. Contractors should meet at the CSA 49 water facilities located at the northwest corner of Westside Elementary School, west of the intersection of West Excelsior Ave. and State Route 145/Fresno Coalinga Rd. Attendance at the pre-bid is not mandatory; however, the scheduled pre-bid will be the only opportunity for prospective bidders to visit the site in the presence of County staff, and requests for individual site visits with County staff will not be granted.
Funding for this project has been provided in full or in part by the United States Environmental Protection Agency (USEPA) and the State Water Resources Control Board (SWRCB). The contents of this document do not necessarily reflect the views and policies of the USEPA or the SWRCB, nor does the USEPA or the SWRCB endorse trade names or recommend the use of commercial products mentioned in this document.
Bidders are advised that their Good Faith Effort implementation, as described pursuant to the Guidelines for Meeting the California State Revolving Fund (CASRF) Programs Disadvantaged Business Enterprise (DBE) Requirements (Proposal 17 of the Bid Book), will be evaluated to determine bidder responsiveness, regardless of whether fair share objectives have been met. Meeting or exceeding the objectives will not be considered evidence of adequate Good Faith Efforts. Emphasis is placed on the need for contractors to post solicitations for bids or proposals for a minimum of 30 calendar days before the bid opening date. THE CITY OF FRESNO IS INVITING FIRMS TO SUBMIT
“STATEMENTS OF QUALIFICATIONS” FOR:
MULTI-GENERATIONAL CENTER PROJECT
The City of Fresno, Public Works Department, Facilities Management Division (City) invites qualified architectural firms to submit Statements of Qualifications (SOQ) to master plan and design a new Multi-Generational community center for the City of Fresno. The proposed center is planned for 4483 N. Cedar Avenue (west side of Cedar Avenue south of Gettysburg Avenue).
The plan is to develop a master plan with phased construction offering a multi-year development of the community center. Features of the community center shall include a large meeting room that can be divided into smaller areas for various programs and leisure activities, a commercial kitchen for culinary usage, multiple lab style classrooms, separate senior and teen lounges and outdoor activity areas and facility amenities including green space. Detailed and accurate construction estimates will be required to allow for decisions to be made on construction phasing.
Once all SOQ’s are received the City will interview those firms who have been determined most qualified for the scope of work required.
SOQ Requirements
If your firm is interested in this project, please submit 5 copies of a Statement of Qualifications (SOQ) that includes the following:

Selection & Qualifications:
It is the intent of this solicitation to select a qualified firm who will provide the City quality professional architectural services at the best value, in a timely fashion, and to complete the proposed project.
From the SOQ’s submitted, a selection panel may select the firm best able to meet the needs for this project; or may create a “short list” of several firms to meet with a panel to discuss the project and the firm’s qualifications. The panel may consist of City staff, stakeholders, and may include a representative knowledgeable in the specific discipline and/or project scope to discuss qualifications for consulting services for this project. The panel’s criteria in its evaluation of the SOQ’s (not necessarily in this order): experience with related projects, educational background related to discipline, quality of past performance on similar projects, adequate staffing to perform work, ability to work within project budget, and references. Inclusion on a “short list” does not guarantee that the consultant will eventually be selected and engaged under a contract with the City for consulting services. Exclusion from the “short list” does not disqualify any consultant whom has submitted an SOQ. The City may include other consultants into the “short list” at any time prior to Council awarding a consultant agreement (contract).
The City is seeking a team with the expertise and project experience related to the above-mentioned project. As a minimum qualification, the selected team must have had at least 5 years of similar project experience to be considered.
Selection of a firm for award of a contract shall be in accordance with City’s consultant selection policy, Administrative Order No. 6-19. Fresno Municipal Code Section 4-109 provides for a preference to local firms as defined in said section. Selection will be based on qualitative analysis. Any award of a contract shall be on the basis of the criteria specified above, and made to the firm whose qualifications are judged as providing the best value to the City and the objectives of the project. The City reserves the right to make the selection of a firm based on any or all factors of value, whether quantitatively identifiable or not, including, but not limited to, the anticipated initiative and ability of the firm to perform the services set forth herein.
This solicitation for SOQ’s does not commit the City to enter into a contract or to pay any costs incurred in the preparation of the SOQ. The City reserves the right to accept or reject any SOQs, and to negotiate with any qualified consultant, or to cancel in part or in its entirety this solicitation for SOQs.
Professional Liability Insurance:
Professional liability insurance (errors and omissions) with limit of liability of not less than $1,000,000 per occurrence and $2,000,000 aggregate, and commercial general liability of not less than $1,000,000 per occurrence and $2,000,000 aggregate will be required for this project. The City’s standard contract will be used, which includes a conflict of interest statement and completion of a statement of economic interest. Copies of the City’s Standard Contract, Local Preference, and Consultant Selection Polices are available on request. Any contract exceeding $50,000 shall be subject to the approval of the City Council in accordance with the Fresno Municipal Code.
The City hereby notifies all firms that no person shall be excluded from participation in, denied any benefits of, or otherwise discriminated against in connection with the award and performance of any contract on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, marital status, sex, age, sexual orientation, ethnicity, status as a disabled veteran or veteran of the Vietnam era.
Regulated Communication in City Procurement Process Ordinance:
The Regulated Communications in City Procurement Process Ordinance (Article 6, Chapter 4 of the Fresno Municipal Code) became effective April 29, 2004. With certain specified exceptions, the Ordinance provides that no Respondent, Bidder, Proposer (as the case may be) shall initiate, engage in, or continue any communication to or with any City elected official concerning or touching upon any matter which is the subject of this competitive procurement process.
Any Respondent, Bidder, Proposer or elected official (as the case may be) who initiates, engages in, continues in, or receives any regulated communication shall file the written disclosure required by the Regulated Communications in City Procurement Process Ordinance.
Any Respondent, Bidder, or Proposer violating the Regulated Communications in City Procurement Process Ordinance may be disqualified from participating in this procurement process and/or determined to be non-responsible. Additionally, the City may set aside the award of a contract, prior to its execution, to a party found to have violated the Ordinance.

The initial period of any such debarment shall not be less than one year and may be permanent depending on the violation. A Bidder may request a hearing, in accordance with Fresno Municipal Code Section 4-104, upon receipt of a notice of proposed debarment from the City Manager or designee. NOTICE OF PUBLIC HEARING TO CERTIFY THE ENVIRONMENTAL IMPACT REPORT FOR CITY OF CLOVIS CAPITAL IMPROVEMENT PROJECT 14-30: SHAW AVENUE WIDENING BETWEEN
DE WOLF AND MCCALL AVENUES (STATE CLEARINGHOUSE # 2016071036)
Notice is hereby given, that a public hearing will be held by the City Council of the City of Clovis on Monday, March 18, 2019 at 6:00 p.m., or as soon thereafter as the matter can be heard, in the Council Chambers at City Hall, 1033 Fifth Street, Clovis, California, in order to consider certification of the Environmental Impact Report (“EIR”) for Capital Improvement Project 14-30: Shaw Avenue Widening Between De Wolf And McCall Avenues (“project”), in accordance with the California Environmental Quality Act and the proposed Shaw Avenue plan line.
Project Location and Description: The City of Clovis is proposing to widen the two-mile segment of Shaw Avenue between De Wolf Avenue and McCall Avenue from a two-lane rural road to a five-to-six-lane urban arterial road. The six-lane section would extend from De Wolf Avenue to the Highland Alignment and would have the same basic design as the nearby sections of Shaw Avenue west of De Wolf Avenue.
The five-lane section would extend from the Highland Alignment to McCall Avenue. The south side of the road would abut land planned by the City for urban development and, therefore, would have the same three-lane design as proposed for Shaw Avenue west of the Highland Alignment. The north side of the road would abut land planned by Fresno County for rural residential development and, therefore, would have two travel lanes instead of three and no sidewalk or landscaping on the north side of the street.
Environmental Review and Determination: The City of Clovis has completed a Draft EIR, Revised Draft EIR, and Final EIR for the Shaw Avenue Widening Project. The 45-day public comment period for the Draft EIR began on Friday, April 6, 2018 and ended on Monday, May 21, 2018. The 45-day public comment period for the Revised Draft EIR began on Friday, November 9, 2018 and ended on Monday, December 24, 2018. Comments received during the comment periods were responded to and those comments and responses are included in the Final EIR.
The EIR determined the project could have significant environmental effects related to: aesthetics; air quality; biological resources; cultural resources; hydrology and water quality; noise; and tribal cultural resources. The EIR found that each of the potentially significant impacts could be reduced to insignificance by mitigation measures presented in the EIR, except for aesthetic impacts from changes to the existing streetscape and increased noise levels from roadway traffic.

Copies of the EIR may be reviewed or obtained at the City of Clovis Planning and Development Services Department, 1033 Fifth Street, Clovis, CA, 93612, telephone (559) 324-2340.
