HOUSING ELEMENT ANNUAL PROGRESS REPORT
The Clovis City Council will consider accepting the 2018 Housing Element Annual Progress Report and authorizing submission of the reports to the California Department of Housing and Community Development (HCD) and the Governor’s Office of Planning and Research. Clovis’ General Plan Housing Element and HCD have policies requiring the City to complete an Annual Progress Report to provide an update on Clovis’ progress in meeting its affordable housing goals and to summarize housing activity.
A public hearing will be held on March 18, 2019 at 6:00 p.m. in the City of Clovis Council Chambers located at 1033 Fifth Street, Clovis, CA. Citizens may provide their views and comments on the Housing Element Annual Progress Reports. The scope of work includes, but is not limited to, the installation of approximately 800 liner feet of 10″ sewer main, installation of City of Fresno, Type S-3, manholes, installation of an FMFCD manhole, and installation of a ductile iron sleeve, including all associated facilities, appurtenances, and incidentals, as shown on the Plans, in conformance with the provisions in the Specifications, and as directed by the engineer.

This requirements contract is to furnish Asphalt Concrete Material and will be used primarily by the Street Maintenance Division within the Department of Public Works. The Contract term is for one year, with provisions for four (4) one-year extensions.

Subcontracting with Small and Minority Business Enterprises, Women’s Business Enterprises, and Labor Surplus Area Firms – This project is subject to Title 2 CFR part 200: The Contractor shall carry out the steps in 2 CFR part 200 in the award and administration of HUD-assisted contracts to use minority and women’s business enterprises described in Executive Orders 11625, 12432 and 12138, and 2 CFR part 200 whenever possible. Failure by the Contractor to carry out these requirements is a material breach of this Contract, which may result in the termination of this Contract or such other remedy as the City deems appropriate. Contractor shall take necessary and reasonable steps to ensure that small business firms, minority firms, women’s business enterprises, and labor surplus area firms have an opportunity to participate in the Contract (2 CFR part 200). There is no mandatory DBE participation requirement. Bid Proposal: ADA Ramp Project – 2019
No bid will be considered unless it is made on a bid proposal form furnished by the City Engineer. Each bid must be accompanied by a certified or cashier’s check or bidder’s bond, made payable to the City of Clovis, for an amount equal to at least ten percent (10%) of the amount bid. Such guarantee will be forfeited should the bidder to whom the contract is awarded fail to enter into the contract. A Bidder who is not a DIR Registered Contractor when submitting a proposal for the Work is deemed “not qualified” and the proposal of such a Bidder will be rejected for non-responsiveness. Pursuant to Labor Code §1725.5, all Subcontractors identified in a Bidder’s Subcontractors’ List shall be DIR Registered Contractors. If awarded the Contract for the Work, at all times during performance of the Work, the Bidder and all Subcontractors, of any tier, shall be DIR Registered Contractors.
The Work is subject to payment of Prevailing Wage Rates (PWRs). The Contractor and all Subcontractors of every tier shall pay laborers performing any portion of the Work not less than the PWR established for the labor provided. Pursuant to Labor Code §1771.4(a)(4), PWR monitoring and enforcement shall be by the Department of Industrial Relations.
The Director of the Department of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate per diem wages, rate for legal holidays and overtime work, and employee payments for health and welfare, vacation, pension and similar purposes applicable to the work to be performed. Said wages and rates are on file in the District Office and are incorporated herein by reference. Contractor must pay for any labor described or classified in an amount not less than rates specified.
Consistent with Public Contract Code section 22300, the District shall, at the request and expense of the Contractor, permit the substitution of securities or the payment of funds equivalent to the amount of monies withheld as retention from progress payments.
