The scope of work includes installation of: aquifer extraction wells, aquifer groundwater monitoring wells, aquifer piezometers, grab groundwater samples, and well rehabilitation.
The Construction Allocation for this project is $817,300.

NOTICE TO CONTRACTORS
Sealed proposals will be received for Malaga Water Well Upgrades at the office of the Clerk of the Board, 3580 S. Frank Street, Fresno, California 93725, until 2:00 P.M., January 18, 2018, at which time they will be publicly opened and read in said building for construction in accordance with the Plans and Specifications therefore.
Plans and Specifications applying to this project may be obtained at the office of Gary D. Horn, CDBG Engineer, Yamabe & Horn Engineering, Inc., 2985 N.  Burl Avenue, Suite 101, Fresno, CA 93727 at the non-refundable price of $25 per set. If mailed there will be a non-refundable charge of $30 per set.

In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the general prevailing rates of wages and employer payments for health and welfare, pension, vacation, travel time, and subsistence pay as provided for in Section 1773.8, apprenticeship or other training programs authorized by Section 3093, and similar purposes applicable to the work to be done. The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor are set forth in General Decision Number CA170029 with Modification Number 26, dated November 24, 2017, which is incorporated in these Specifications by this reference as if fully set forth herein and which can be viewed at http://www.wdol.gov/dba.aspx.  Said Federal Wage Decision, may also be examined at the office of the Malaga County Water District located at 3580 S. Frank Street, Fresno, CA 93725.  Addenda to modify the reference to Federal minimum wage rates to reflect revisions thereto, if necessary, will be issued to plan holders of record.
If there is a difference between the minimum wage rates predetermined by the U.S. Department of Labor and the Prevailing Wage Rates determined by the Director of the Department of Industrial Relations of the State of California for similar classifications of labor, the Contractor and his subcontractor shall pay no less than the higher wage rate. 
The work to be performed under this contract is on a project assisted under a program providing direct Federal financial assistance from the Department of Housing and Urban Development, Community Development Block Grant Program, and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 USC 170lu.  Section 3 requires that to the greatest extent feasible opportunities for training and employment be given to low and very low income persons residing within the project area and that the contracts for work in connection with the project be awarded to eligible business concerns which are located in, or owned in substantial part by persons residing in the area of the project.  Regulations for implementing the Section 3 clause are contained in 24 CFR 135, as amended, and as specified in the project specifications.
All pages of the Preliminary (Anticipated) Statement of Work Force Needs form, also contained in the project specifications, will be required to be completed and submitted prior to award.  All pages of the Final (Completion) Statement of Work Force Needs form shall also be required to be completed and submitted upon completion of construction.
No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code Section 1771.1(a)].
No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5.
This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

Notice is hereby given that the County of Fresno has prepared Initial Study Application (IS) No. 7258 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:
INITIAL STUDY APPLICATION NO. 7258 and UNCLASSIFIED CONDITIONAL USE APPLICATION NO. 3565 filed by ROLANDO AND ELODIA MARTINEZ, proposing to allow the operation of a high-intensity park for weddings on a 2.7-acre portion of a 10-acre parcel in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District. The project site is located on the east side of S. Madsen Avenue, approximately 600 feet south of its intersection with E. Mountain View Avenue, approximately 1.5 miles north of the nearest city limits of the City of Kingsburg (SUP. DIST. 4) (APN 393-124-02).
