1) At the beginning of the proceeding the court will consider whether or not the interest of ANTHONY FUENTES, require the appointment of counsel.  If the court finds that his interest does require protection, the court will appoint counsel to represent him, whether or not they are able to afford counsel.  The minor child will not be present in court unless the minor child so requests or the court so orders.

2) If you appear without counsel and are unable to afford counsel, the court must appoint counsel for you, unless you knowingly and intelligently waive the right to be represented by counsel.  The court will not appoint the same counsel to represent both you and your child LUKE EDWIN RASCON.

1) At the beginning of the proceeding the court will consider whether or not the interest of ANTHONY FUENTES, require the appointment of counsel.  If the court finds that his interest do require protection, the court will appoint counsel to represent him, whether or not they are able to afford counsel.  The minor child will not be present in court unless the minor child so requests or the court so orders.

2) If you appear without counsel and are unable to afford counsel, the court must appoint counsel for you, unless you knowingly and intelligently waive the right to be represented by counsel.  The court will not appoint the same counsel to represent both you and your child LOGAN ROBERT RASCON.

3) If the court appoints counsel for you, at the end of the proceeding, the court will hold a hearing to determine the amount, if any, that you may be required to reimburse the county for the services of the appointed counsel.

NOTICE OF INTENT TO ADOPT A

MITIGATED NEGATIVE DECLARATION

Notice is hereby given that the County of Fresno has prepared Initial Study Application (IS) No. 6759 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:

INITIAL STUDY APPLICATION NO. 6759 filed by the FRESNO COUNTY DESIGN DIVISION, proposing to replace the functionally obsolete Travers Creek Bridge on Parlier Avenue with a new structure that meets current standards.  The existing two-lane concrete slab bridge is twenty-eight feet in length with an approximate twenty-one foot curb to curb width and carries two nine-foot wide travel lanes and two-foot wide shoulders.  The proposed box culvert is fifty-two feet in length with an approximate forty-nine foot curb to curb width that would carry two twelve-foot wide travel lanes and five-foot wide shoulders.  The existing bridge is functionally obsolete and should be replaced due to its age and hydraulic insufficiencies.  The approaches would not be widened but could be improved up to approximately 200 feet on either side of the bridge. The bridge is located 0.2 miles east of Englehart Avenue, approximately 1.55 miles northeast of the nearest city limits of the City of Reedley (SUP. DIST. 4). Adopt the Mitigated Negative Declaration prepared for Initial Study Application No. 6759.

The County of Fresno has determined that it is appropriate to adopt a Mitigated Negative Declaration for the Proposed Project.  The purpose of this Notice is to (1) provide notice of the availability of IS Application No. 6759 and the draft Mitigated Negative Declaration, and request written comments thereon; and (2) provide notice of the public hearing regarding the Proposed Project.

NOTICE IS HEREBY GIVEN that on Monday, February 11, 2019, at 6:00 p.m., a public hearing will be conducted in the Council Chamber of the Clovis Civic Center, 1033 Fifth Street, Clovis, CA 93612.  The Clovis City Council will consider the following items:

R2018-14, A request to apply development standards to an existing M-U (Mixed Use) Zone District for 28.6 acres of property generally located between Sierra Avenue and Fifth Street along the Veterans Parkway alignment (Planning Area #9) of the Central Specific Plan. City of Clovis, applicant.  The Planning Commission recommends approval of R2018-14.

SPR2018-02, A request to approve a site plan review for a proposed public facility, including a senior activity center, transit facility, health care clinic, and future pad for Fresno County Library on property located on the north side of Third Street at Veteran’s Parkway.  City of Clovis, owner/applicant.  The Planning Commission recommends approval of SPR2018-02.

Project Items 1 & 2, were evaluated under a Focused Environmental Impact Report adopted and certified by the City Council on July 9, 2018, (State Clearinghouse Certification No. 2017041010).  No major revisions will be required with the adopted Environmental Impact Report to accommodate the proposed project, therefore, subject to CEQA Sections 15162 and 15182 no further environmental review is required for this project.

The work to be performed under this contract is on a project assisted under a program providing direct Federal financial assistance from the Department of Housing and Urban Development, Community Development Block Grant Program, and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 USC 170lu.  Section 3 requires that to the greatest extent feasible opportunities for training and employment be given to low and very low income persons residing within the project area and that the contracts for work in connection with the project be awarded to eligible business concerns which are located in, or owned in substantial part by persons residing in the area of the project.  Regulations for implementing the Section 3 clause are contained in 24 CFR 135, as amended, and as specified in the project specifications.

All pages of the Preliminary (Anticipated) Statement of Work Force Needs form, also contained in the project specifications, will be required to be completed and submitted prior to award.  All pages of the Final (Completion) Statement of Work Force Needs form shall also be required to be completed and submitted upon completion of construction.

No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code Section 1771.1(a)]. 

No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5.

This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

Bids are required for the entire work described herein. Bids will be compared on the basis of the total bid items.

The Malaga County Water District reserves the right to reject any or all bids to waive any informality in the bids received or to award the contract to the lowest responsible bidder as may serve the best interests of the Malaga County Water District.
