SUMMARY OF ORDINANCE

The ordinance levies a special tax within Community Facilities District No. 2006-01 (Police Protection Services) of the County of Fresno, Annexation Territory No. 10A (which includes Tentative Tract Map No. 6189, Tentative Tract Map No. 6226, Tentative Tract Map No. 4976, Tentative Tract Map No. 5430, Tentative Tract Map No. 4934, and Assessor’s Parcel Numbers 300-542-16S, 300-542-17S, 300-542-18S, 300-542-39, 300-542-40, 300-542-41, 300-542-48, 300-340-13S, 300-542-03, 300-350-28S, 300-542-15S, 300-542-32, 300-542-33, 300-542-52, 300-340-60S, and 300-542-51) beginning in County Fiscal Year 2019-20 (Cal. Gov. Code, secs. 53339.8, 53340).  The special tax will annually pay for the cost of County Sheriff “police protection services” within Annexation Territory No. 10A, and certain related administrative costs of Community Facilities District No. 2006-01 (Police Protection Services) of the County of Fresno. The initial maximum special tax rates for the District are:

NOTICE IS HEREBY GIVEN that on Monday, July 1, 2019, at 6:00 p.m., a public hearing will be conducted in the Council Chamber of the Clovis Civic Center, 1033 Fifth Street, Clovis, CA 93612. The Clovis City Council will consider the following item:

Consider:  Resolution No. 19-__ Establish City of Clovis Underground Utility District No. 8.

Pursuant to Chapter 3 of Title 7 of the Clovis Municipal Code, the City Council may from time to time call a public hearing to ascertain whether the public necessity, health, safety, or welfare requires the removal of poles, overhead wires, and associated overhead structures within designated areas of the City, and the underground installation of wires and facilities for supplying electric, communications, or similar or associated services within the District.

The purpose of this hearing is to determine whether the public necessity, health, safety, or welfare requires the formation of Underground Utility District No. 8, the boundaries of which are generally along Bullard Avenue between Minnewawa Avenue and Woodworth Avenue. The Underground Utility Districts will remove poles, overhead wires, and associated overhead structures and replace these with underground wires and facilities for supplying electric, communication, or similar or associated services within the districts.

Funds held by Pacific Gas & Electric Company (PG&E) will pay for the conversion of existing overhead utility lines and poles to underground facilities. Many of the residences and commercial buildings along Bullard Avenue are served from the existing overhead lines and will be required to convert to underground service.

All interested parties are encouraged to comment in writing to the Engineering Division by no later than noon on July 1, 2019, and/or to appear at the hearing described above to present testimony in regard to the above listed request.
