The Kingsburg Tri-County Health Care District has issued a response to recommendations made in a Fresno County grand jury report last year.

An audit of district finances from fiscal 2013 to 2016 was reviewed by the Fresno County Grand Jury. Following their review of the audit, the jury determined that the district had “demonstrated a lack of sound management.”

The jury recommended that the Fresno County auditor work with a certified public accountant to carry out an audit of accounts and records for the years beginning with the hospital’s closing in 2010. It was further recommended that the district evaluate the performance of their advisors and contractors and consider the selection of new advisors every three years.

Speaking on the district’s behalf, the Farley Law Firm of Visalia responded, saying that they disagreed with the first recommendation regarding an audit.

“The recommendation has already been implemented through the use of a certified public accountant,” the finding said. “Which has been and will continue to be the district’s practice for annual audits.”

The response also stated that it “respectfully disagrees” with the finding that the district lacked sound financial management.

“A final payment was made to fully retire debt which was subject to the court-approved bankruptcy plan, around 2013,” they said. “Since that emergence from bankruptcy, the Board of Directors has made discretionary decisions which have substantially improved the Districts financial decisions, including leases of District facilities.”
